Frances Marie Garcia

Frances Marie Garcia, 78, of Visalia, California, passed away on April 30, 2025, in Visalia. Born on May 12, 1946, in Merced, California, Frances was the beloved daughter of Tiodoro H. Garcia and Elisa R. Garcia. Throughout her life she dedicated herself to her work and community, working in the fields, orchards, packing sheds, holding positions at General Electric, the County of Madera, the California Rural Legal Assistance and several retail jobs between Laughlin, Nevada and Artesia, New Mexico. In each role, she formed lasting friendships and left meaningful impact on those around her. Frances found joy in traveling with family, spending time with friends and family, playing slot machines, and engaging in spirited games of Scrabble. Her warmth and vibrant spirit brought happiness to those around her. She is preceded in death by her parents and brother John Garcia of Morro Bay, CA. She is survived by her three children: Ramona Lynn Bills, Matthew Wayne Bills (Amy Fort), and Andrea Marie (Bills) Perry; seven grandchildren: Logan Tyler O'Brien, Tanner Michael O'Brien, Conner Jamison O'Brien, Pandora Jane Bills, Jordan Theodore Bills, Christian Alexander Billman (Andrea Billman), and Alexandra Marie Perry; and one great-granddaughter: Opal Jane Bills. Frances is also survived by her siblings: Carolina Guadalupe (Garcia)Kawamoto of Hawaii; Irene Ellen (Garcia) Fuentez (Alex Fuentez) of New Mexico; Dario Albert Garcia of Fresno, CA; Alice Soledad Garcia of Arroyo Grande, CA; and Mary Helen (Garcia) Nicolini of Bethel Island, California. She also leaves behind six nieces and four nephews, along with many cousins. Frances will be deeply missed by all who knew and loved her including those friendships she made at The Meadows Senior Apartments and Westgate Care Center. May her memory bring comfort and peace to those she leaves behind. A Celebration of Life will be held on June 7, 2025 at 11:30 am with a dove release at the Visalia Country Club 625 N.
