Dean was born on July 29, 1926, the seventh son in a family of seven boys born to Maude and Clifton Hall, at Beaver Dam, Virginia. He enlisted in the U.S. Navy in February of 1944 and served as a hospital corpsman until he was reassigned to the Naval ROTC at the University of Mississippi. Upon completion of his original enlistment, he was in the Naval Reserve and was called back to active duty for one year during the Korean War. From an early age, Dean knew that he wanted to become a teacher. Encouraged by his mother and his high school principal, after graduating from Beaver Dam High School in 1943, he enrolled at the College of William & Mary. It was from this institution that he received his B.A. in Economics in 1949. He attended several colleges and earned an M.A. in Educational Administration from San Jose State University and his Doctorate in Education Administration and Supervision from the University of Southern California. His teaching career began as a teacher of multiple subjects in a small high school in Virginia prior to receiving a degree. After graduation from William & Mary, he moved to California. He taught and served as principal of Exeter Elementary School District for two years. It was in 1959, that he accepted a position with the Guam Department of Education as principal of the elementary schools in Agana and Piti. Following the two-year tour on Guam, the family returned to Visalia where he was employed as School Business Services Advisor in the Office of the Tulare County Superintendent of Schools. After a few months in this position, he was contacted by the U.S. Director of Taipei American School, who requested he come to Taipei, Taiwan to organize and serve as principal of the Intermediate Division of Taipei American School. He accepted and in July of 1962, the family moved to Taipei, Taiwan. Following two-years in Taiwan, Dean was employed by the Tulare County Superintendent of Schools as Assistant Superintendent. He was elected as Tulare County Superintendent of Schools in 1978 and retired from the office in January of 1991. During his tenure as County Superintendent of Schools, he was an avid supporter of public education, and of the support personnel and programs of the Tulare County Office of Education. He was active in various professional and community organizations, including Rotary International, PTA, California Association of School Administrators, and the State Association of County Superintendents of Schools, where he served a term as president of the statewide organization. He and his wife Anne were long-term members of the Episcopal Church at St. Paul's Episcopal Church, Visalia, St. Michael's in Alturas, St. John's in Bedford, Virginia, and overseas in Guam and Taipei. At St. Paul's. Visalia, he served on the vestry and as Clerk and Senior Warden. After retirement, he and Anne settled in Bedford, Virginia. In 1994, he lost Anne, his wife of 44 years. Following her death, he moved back to Visalia and spent the winter months in Yuma, Arizona. In 2003, he and Shirley Jagatic were married and continued to reside in Visalia, where they enjoyed merged families, friendships, dancing, and travel. His wife Shirley, and children, Susan Miller of Visalia, Muriel Helvestine of Roanoke, Virginia, and Richard Hall of Welches, Oregon, along with seven grandchildren and eleven great-grandchildren survive Dean. Surviving stepchildren are Patricia Chavez and husband Peter, of Visalia, George Jagatic of Visalia, and Susan Woods and husband David, of Davis, California. A memorial service and interment will be held at the Columbarium at St. John's Episcopal Church in Bedford, Virginia. Services have been entrusted to Salser & Dillard Funeral Chapel.
